A chilling lawsuit has been filed, alleging a series of shocking abuses and rights violations within a county jail. Chad Warren has taken legal action against Hamilton County and several corrections officers, including Sheriff Chermaine McGuffey, in the United States District Court for the Southern District of Ohio on January 28, 2026. The lawsuit paints a grim picture of systemic mistreatment during Warren’s incarceration from October 25, 2025, to January 8, 2026.

Chad Warren’s complaint outlines numerous instances of alleged abuse and misconduct by corrections officers at the Hamilton County Jail. According to the filing, Warren was subjected to physical assaults, verbal abuse, and retaliatory actions after filing grievances about his treatment. On November 19, 2025, CO Anderson allegedly struck Warren with a belt without provocation while other officers laughed. The document further describes how Warren was placed in administrative segregation under false pretenses after refusing to sign a document stating he felt safe around deputies and inmates. “The placement of Plaintiff in a restraint chair with a dirty spit hood was excessive and unnecessary,” the complaint states.

Warren accuses the defendants of violating his constitutional rights under the Eighth and Fourteenth Amendments through excessive force, failure to intervene, deliberate indifference to medical needs, retaliation for exercising First Amendment rights, unconstitutional conditions of confinement, due process violations, conspiracy to violate constitutional rights, and Monell claims against Hamilton County for institutional failures. He seeks compensatory damages for physical injuries and emotional distress caused by these alleged abuses. Additionally, punitive damages are sought against individual defendants for their willful disregard of his rights.

In addition to monetary compensation, Warren is seeking declaratory relief affirming that his constitutional rights were violated and injunctive relief mandating policy changes within Hamilton County’s correctional facilities. This includes improved handling of inmate grievances and training on appropriate use of force and medical care provision. The case is represented by attorneys Arlene Boruchowitz from Milberg Coleman Bryson Phillips Grossman PLLC alongside Alex R. The legal proceedings are set before Judge Susan J. Dlott under Case ID: 1:26-cv-00079-SJD as they delve into these grave allegations that question not only individual conduct but also broader systemic issues within Hamilton County’s correctional practices.
