Todd Bonds, a former inmate at Fairfield County Jail, has filed a lawsuit against Premiere Physician Services, Inc., and several individuals, including nurses and correctional officers. The complaint was filed on November 26, 2025, in the Montgomery County Common Pleas Court. Bonds alleges multiple violations of his rights during his incarceration from September to December 2023.
The plaintiff, Todd Bonds, claims that while he was an inmate at Fairfield County Jail in Lancaster, Ohio, he experienced severe misconduct by medical staff contracted through Premiere Physician Services and jail personnel. According to the complaint, Bonds suffered from a painful rash that was allegedly neglected by the medical staff despite repeated requests for treatment. He accuses Nurse D. Howard of changing his grievance from a “medical grievance” to a “sick call,” delaying proper care. Bonds further asserts that Nurse Rutter falsely documented the absence of a visible rash despite photographic evidence showing otherwise.
Bonds also accuses Sadie Adams and other staff members of discrimination and negligence. He recounts an incident where Adams advised him to have another inmate apply lotion to his back due to staffing shortages—a suggestion he found inappropriate and dangerous given prison dynamics. Furthermore, Bonds alleges racial discrimination in the assignment of trustee positions within the jail, claiming that only white or racially ambiguous inmates were selected for these roles.
In addition to allegations against medical staff, Bonds highlights misconduct by correctional officers. He claims Officer Kayla Towns allowed her romantic involvement with another inmate to interfere with her professional duties, leading to harassment against him. Moreover, Bonds reports an incident involving racial harassment where an unidentified inmate placed Nazi symbols near his bed—a situation inadequately addressed by jail officials.
Bonds is seeking compensatory and punitive damages totaling $1 million for what he describes as willful misconduct and negligence resulting in physical pain and emotional distress. He demands accountability from all defendants involved and requests their dismissal from employment if found guilty.
Representing himself pro se in this case is Todd Bonds. The presiding judge is yet unnamed as per the case documentation available under Case ID: 3:25-cv-00410-MJN-PBS.
