Paul A. Speer, a 56-year-old resident of Toledo, Ohio, was sentenced on Apr. 6 to 20 years in federal prison after pleading guilty to receipt of child pornography.
The sentencing follows the discovery of hundreds of images and videos depicting child sexual abuse on Speer’s computer. The case highlights ongoing efforts by law enforcement agencies to combat crimes involving the exploitation of children online.
According to court documents, staff at a Best Buy store in Toledo contacted police in December 2024 after suspecting that a desktop computer dropped off by Speer contained illegal material. A search warrant led investigators to find more than 570 files showing the rape and molestation of toddlers and prepubescent children, as well as acts involving bestiality. Further investigation revealed that Speer had previously been convicted in November 2000 for three counts of raping a child under age thirteen.
U.S. District Judge Jeffrey J. Helmick ordered Speer to serve not only the prison term but also a lifetime of supervised release upon completion of his sentence. He must pay $3,000 in restitution to victims and contribute $2,000 toward the Amy, Vicky, and Andy Child Pornography Assistance Act established in 2018.
The Federal Bureau of Investigation’s Toledo Resident Agency and the Toledo Police Department led the investigation leading up to the indictment. Assistant United States Attorney Tracey Ballard Tangeman prosecuted the case for the Northern District Ohio.
This prosecution is part of Project Safe Childhood—a nationwide initiative coordinated by U.S. Attorneys’ Offices across America aimed at combating child sexual exploitation through collaboration among federal, state, and local resources.
