Federal grand juries in the Northern District of Ohio have indicted three men on charges of illegal reentry after being previously removed from the United States. The indictments, issued on January 7, 2026, allege that each individual was found in northwestern Ohio without permission from the U.S. Attorney General or the Secretary for Homeland Security.
The cases involve Francisco Constancio-Mariscal, 37, a citizen of Mexico who had been removed from the United States at least twice before, most recently on April 28, 2011. He was located in Port Clinton, Ottawa County, on January 4.
Guillermo Gutierrez-Rivas, 35, also a Mexican citizen, had been previously removed at least once before June 29, 2024. Authorities found him in Benton Township, Ottawa County, on December 19, 2025.
Alvaro Veliz-Gonzalez, a 34-year-old citizen of Guatemala, had been deported from the country at least four times prior to his most recent removal on October 11, 2021. He was found in Toledo (Lucas County) on December 8, 2025.
U.S. Border Patrol-Sandusky Bay Station and Immigration and Customs Enforcement led the investigations. Assistant United States Attorneys Sara Al-Sorghali, Robert N. Melching, and Alissa M. Sterling are prosecuting these cases for the Northern District of Ohio.

These prosecutions are part of Operation Take Back America. According to the Department of Justice initiative’s stated aims: “a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations, and protect communities from the perpetrators of violent crime.”
